The City Council of the City of Coleman, Texas will meet in session on Thursday, January 16, 2020 at 5:15 p.m. in the Council Chambers of City Hall, 200 West Liveoak, Coleman, Texas.  The agenda is as follows:

  5. Discuss, consider, and act upon the approval of minutes for the City of Coleman Council Meeting held on December 19, 2019.
  6. Discuss, consider, and act upon adoption of a resolution designating the Coleman Chronicle and Democrat-Voice as the official City newspaper for publications required by State law and/or by City Charter.
  7. Discuss, consider, and act upon second reading of a resolution of the City of Coleman approving and authorizing a Type B project to provide two loans to Robert and Laurie Williamson in the amount of $140,000; with $70,000 funded from the Coleman Economic Development Corporation (Type A -EDC) and $70,000 funded from the Coleman Community Coalition (Type B - EDC).
  8. The City Council of the City of Coleman will conduct a Public Hearing to hear presentation from Charles E. Zech, Special Counsel for the City of Coleman regarding proposed revisions to the City of Coleman City Charter; gather input from the public, discuss, consider, and act upon direction on preparing revisions to the City Charter for a May 2020 Charter Election.
  9. Hear presentation from members of the Garden Club regarding proposed beautification project for City of Coleman City Hall.
  10. Discuss, consider, and act upon a resolution of the City of Coleman authorizing the expenditure of funds from the Coleman Community Coalition (Type B - EDC) in an amount not to exceed $4,000 to be used to make improvements to 18 tee boxes for the Disc Golf Course at Milton Autry Memory Lake.
  11. Discuss, consider, and act upon the expenditure of promotional funds in an amount not to exceed $15,000 from the Coleman Economic Development Corporation (Type A-EDC) and the Coleman Community Coalition (Type B - EDC) for improvements and repairs to a sign located in the City Park.
  12. Discuss, consider, and act upon authorizing the Mayor and City Manager to negotiate an easement with Fem Jones for the purpose of removing brush, litter, and maintenance of the easement adjacent to a roadside sign located on Highway 84 next to the City of Coleman City Park.
  13. Discuss, consider, and act upon authorizing the City Manager to enter into an agreement with Hyper-Reach for a mass notification system with cost sharing to be shared amongst organizations within Coleman County.
  14. Discuss, consider, and act upon authorizing the City Manager to execute purchase agreements with Versalift Southwest for the purchase of specialized heavy equipment for the City of Coleman Electrical Department utilizing financing approved through Government Capital Corporation.
  15. Discuss, consider and act upon adoption of a resolution calling for a General Election to elect member(s) to the City of Coleman City Council; establishing date of election; designating polling places; providing for early voting; providing for the appointment of Election Judge(s) and Early Voting Clerk(s), etc.; authorizing the City Secretary to publish and/or post Notice of Election; and resolving other matters incident and related to such election.
  16. The City Council may enter Executive Session to discuss the following pursuant to Government Code §551.071 (Consultation with Attorney) and Government Code§ 551.074 (Personnel Matters) to discuss employment law issues and to secure legal advice from legal Counsel regarding police and fire department matters.
  17. Upon returning to open session, the City Council may take whatever actions as they may deem appropriate regarding items discussed in Executive Session including:
    1. Discuss, consider, and act upon reclassifying the vacant position of Sergeant/Detective to an FLSA exempt position and directing that the job description be changed to reflect that reclassification.
    2. Discuss, consider, and act upon authorizing the City Manager to enter into an agreement with LEXIPOOL for policy and training solutions for the Coleman Fire Department.
