The Coleman City Council on Tuesday, February 22, approved a Resolution awarding an engineering contract to Jacob and Martin related to the 2021/2022 Texas Community Development Block Grant application and project. The City of Coleman is seeking a grant from the Texas Department of Agriculture Community Development Block Grant (TxCDBG) Program. A public hearing was conducted on January 21, 2021, at which staff presented a proposal for a Wastewater Infrastructure project for rehabilitation of the Brazos street main wastewater line. This line serves as a main collection point for wastewater collection before being sent to the wastewater processing plant and is in serious need of repair.
Participation in this project will require the services of a professional engineering firm. The City of Coleman recently solicited Statements of Qualifications (SOQ) from seven (7) firms as well as placing an advertisement in our newspaper of record.
The firms that were directly solicited were:
1. Jacob and Martin
2. Enprotec/Hibbs & Todd
3. LJA Engineering
4. HDR, Inc.
5. KSA Engineering
6. International Consulting Engineers (ICE)
7. CP&Y, Inc.
The deadline for submission of proposals was 4:00 p.m. on February 11, 2021.
Two SOQ's were received. Jacob and Martin-proposal received via hand delivery on February 1, 2021 and KSA Engineering- proposal received via FedEx on February 5, 2021.
According to City Manager Diana Lopez, staff has reviewed the proposals to determine the most qualified providers for each professional service giving consideration to ability to perform successfully under the terms and conditions of the proposed procurement, integrity, compliance with public policy, record of past performance, and financial and technical resources.
The recommendation from staff was to select Jacob and Martin to provide application and project-related engineering and design services.
